DSFederal has also made a significant investment in bioinformatics IT support. Its work at the National Library of Medicine’s National Center for Biotechnology Information (NCBI) supports fundamental informatics systems like PubMed and GenBank that maintain a comprehensive record of the latest peer-reviewed information in human biology, radiology, and chemistry.

Founded in 2007, DSFederal is focused on empowering federal agencies to achieve their mission by connecting the dots between data, policy, people and technology. The company’s highly specialized team, deep public health expertise combined with a broad technology skill set enables them to derive insights to help shape federal policies and decisions.
Chen has more than 30 years of technology and systems integration experience in the government and private sectors including health care, energy, logistics and national security with a focus on data analytics and cybersecurity. He has held leadership posts as a naval officer, as a vice president at Lockheed Martin and most recently as the chief strategy officer and business unit operating executive for Leidos Health Group, a science and technology solutions company. During his 14-year tenure at Leidos Health Group he led strategic planning, mergers and acquisitions, business development operations and led the health and human services and commercial cybersecurity divisions.
At Lockheed Martin, Chen was responsible for driving innovative concepts linking technology development, business models and strategy. He was also a senior financial analyst at IBM earlier in his career. Prior to joining the private sector, Chen was a naval officer, specializing in surface warfare, engineering and operations analysis. Chen earned a B.S. in applied science from the U.S. Naval Academy and an MBA at the College of William and Mary.
