Building Climate-Resilient Health Systems in Latin America

Four critical factors that exacerbate the impacts of climate change on population health, especially among the most vulnerable, are low governance and limited policies on climate preparedness and adaptation, deep social inequities, high levels of poverty and labor informality, and overwhelmed health systems.

Deep social inequities, high levels of poverty and informal employment, overburdened health systems, poor governance, limited policies on climate preparedness and adaptation, and the most vulnerable populations are four crucial factors that exacerbate the effects of climate change on population health.

The prevalence of communicable and non-communicable diseases in LAC is significant, and historically underfunded and understaffed systems have made it challenging to address the demands of the population. Unfortunately, the future scenario is even more devastating in terms of disease morbidity and mortality, which will further tax already overburdened health systems. This is because climate change projections, current climate policies, and the resilience of health systems to climate change are all taken into account. Although the health systems have been strengthened, there is still much room for improvement.

By providing direct support to Latin American countries in increasing the climate resilience of their health systems, WHO guides multiple areas of work that contribute to the overall functioning of health systems, and by generating projects relating to climate change and health.

To assist UN workers, policymakers, health professionals, multisectoral actors, and the general public in tackling climate change and health challenges, WHO has created a variety of guidance publications and resources.

A comprehensive collection of essential tools for addressing climate change and health issues may be found in the WHO climate change and health toolkit. Guidance publications are meant to assist planners, policymakers, and individuals working at the policy/practice interface of the climate-health nexus while training items in the toolkit are meant to increase awareness and improve capacity.

Two ways to strengthen climate-resilient health systems:

1. Financial resources: Few international funds are still being used to finance health and climate change initiatives, and these initiatives are hardly ever complemented by domestic investments. For instance, foreign monies have been provided to The Bahamas, Belize, Colombia, Grenada, Guatemala, Guyana, Jamaica, Peru, and Saint Kitts and Nevis to help their plans for coping with climate change and improving public health. Additionally, the Caribbean's health sector has received financial assistance from the Green Climate Fund Readiness Programme to increase its resilience. A record USD 31.7 billion in climate finance was provided by the World Bank Group in the previous year, making it one of the largest international financiers of climate action in developing nations.
2. Strengthen intersectoral collaboration at national and local levels: In the LAC region, improving infrastructure that withstands extreme weather events, monitoring and controlling air quality, and early warning systems for vector-borne diseases could increase climate resilience. To address the underlying causes of climate change and its effects on health, there is a need for increased collaboration between health systems and other industries that influence health, such as agriculture and urban planning.

Future socioeconomic and environmental changes, as well as community and health system readiness to avoid avoidable health issues, will all have an impact on the health effects of climate change on a variety of regional and temporal dimensions.

Assessments of vulnerability and adaptation (V&As) are crucial tools for identifying and preparing for shifting health hazards. Decision-makers can benefit from V&A evaluations by learning more about the scope and severity of the expected health hazards associated with climate change, as well as by receiving recommendations for the most important policies and programs that can help to avert or lessen the severity of future effects.

In addition to enhancing the understanding of the connections between climate change and health, V&A assessments can be used as a benchmark to track changes in disease risks and preventative measures. In addition, they can help make the case for funding investments in health protection and can be used to inform national adaptation planning and other climate policies.

The costs of adaptation as well as the future health effects of climate change are strongly correlated with a population's existing state of health.
